Conditions of Entry

  1. Any CHILD (14 and under) needs to be supervised during the procession by an adult.

  2. Entrants are instructed by the POLICE not to throw ANY missiles (e.g. sweets, eggs, flour, water or smoke bombs) during the procession.

  3. Entrants agree to hand over monies collected during the procession for the Carnival Committee funds.

  4. FLOAT ENTRIES please note: To ensure the safety of all concerned it is ESSENTIAL that vehicle owners have appropriate insurance in place for the event, as they are responsible for the insurance of their vehicle and the safety of any passenger on board during the procession.

  5. ALL THOSE RESPONSIBLE FOR FLOATS MUST ensure that all passengers on their float are seated OR the sides of the vehicle/safety rails are in place and that there is NO alcohol on board. Floats failing to comply with rules 4 & 5 (before and/or during the procession) will be asked to leave the procession. Floats may be inspected prior to leaving the assembly field.

  6. The size requirements for a float should not exceed 4.25m in height or 2.5m in width and the overall length must not be such that the entry cannot manoeuvre around the corner from Vicarage Road onto Trevaunance Road (by St Agnes Bakery) or exceed a maximum length of 9m. For this reason, articulated lorries and tractors with lorries are not permitted at the event.

  7. Any children’s groups on motor vehicles MUST INCLUDE 2 supervising adults.

  8. No horses/livestock or steam engines are permitted to enter St Agnes Carnival.

  9. All performances must be limited to a maximum of 3 minutes.

  10. Any photos of entries taken by us are the property of the Carnival and by signing the entry form, you are agreeing that any images may be used by the carnival committee.

SAFETY INFORMATION

ST AGNES CARNIVAL SAFETY ADVICE

As part of our responsibilities in organising the procession, we are keen to keep all participants and spectators as safe as possible. Below is some information to help you, your group and the spectators safe during the carnival event.

GENERAL INFORMATION

The consumption of alcohol during the procession is prohibited.

Please nominate a member of your group to be responsible for all aspects of safety and to act as a point of contact between your group and the Carnival Committee, both before and during the event.

Children under 14 years of age must have an adequate number of adult supervisors who will be responsible for the children. Keep any groups of children together and well away from any moving vehicles at all times.

Although arrangements are available for first aid, it is advisable to carry a small first aid kit. We recommend that you also carry drinking water to prevent dehydration.

We discourage crowds from throwing coins as it can cause serious injuries. We encourage participants to act as donation collectors during the procession by carrying clearly marked donation buckets (these will be available on the day).

Participants are reminded not to throw sweets to the crowds. These can cause injury, or may fall into the road which may encourage children to move in front of moving vehicles.

Participants are also reminded not to spray water into the crowd.

Please ensure that all electrical items in use are fitted safely, waterproof and are suitable for outside use.

FLOAT SPECIFIC INFORMATION

The Carnival Committee accept no responsibility for the vehicle being transported to or from the event.

The driver and float managers will receive a safety briefing prior to the event (date/time TBC).

All float entries must have a completed Carnival Entry Form, which is signed by a ‘responsible person’ for the float which agrees to abide by the rules and conditions of entry.

No refuelling of generators to take place during the procession. Any refuelling must take place in the carnival field AND always use a funnel to avoid spillage. Any spillage must be cleaned up immediately. Fuel must be stored in a sealed, airtight container.

The vehicle and any trailer must be in legal and roadworthy condition. The trailer must not exceed the maximum towing capacity of the vehicle. The total length must not exceed 9m.

The owner of the towing vehicle is responsible for ensuring that they have appropriate insurance to cover their vehicle and any passengers on board during the event.

Maximum speed during the procession is 5 mph and drivers should endeavour to keep with the vehicle in front to prevent large gaps in the procession from occurring.

The driver of the vehicle must have a clear view of the road ahead and both sides of the float at all times. Adults walking alongside the float, who can be clearly seen by the driver, are recommended to give additional visual support as the procession route can be very busy in places.

If there are people on the float, they should be seated in securely fixed seats, use securely anchored restraint harnessses, or there must be adequate handrails or sideboards to protect them from falling off.

All limbs should be contained within the float at all times.

All items on the float must be securely fastened to prevent anything from falling off.

Nobody may go between the towing vehicle and the trailer when it is in motion.

The number of persons on a float should be restricted to a reasonable and sensible level.

Carrying a suitable fire extinguisher is encouraged. Drivers must know how to use it.

Only mount or dismount the float when the vehicle has stopped moving.

All carnival participants must act in accordance with instructions from the Police and/or Carnival Marshalls at the Carnival field and along the procession route.
